Blind Target was originally a radio drama voiced by all the original Japanese voice actors, before being adapted into manga form by Akemi Omode and Sakura Asagi. It is another take on what possibly could happen between the series and Endleass Waltz and probably could easily be considered the most canon because of its original radio drama form.

The manga opens with Relena at one of the colonies waiting to head to another press conference. On her desk sits the teddy bear and seemingly repaired card Heero had given for her last birthday. Soon Relena's new personal assistant while on the colony, Chris Marley, comes to escort her. After hearing of the attack on the conference building where other world leaders were killed, Relena along with Chris, make their way to the space port to leave the colony. Unfortunately, their car is attacked and Relena steps out of the vehicle asking if what the attackers are after, is her life.

At that moment, Heero comes to save her and the three of them escape, with Chris wounded from the car crash. When Chris asks Relena who Heero is, she just smiles saying, "He's someone we can trust. We'll be safe by his side." Heero then tells Relena they have to leave the colony, but that she's not the only one they are after. They are out to get and possibly kill him as well.

On their way to another colony, after making sure Chris was asleep, Relena goes to Heero who is piloting the ship. He suggests that she should get some rest as well, but tells him that she's fine. She sits down beside him and just looks at him with a smile on her face. When Heero asks what she's doing, she tells him she can't believe he's sitting there beside her. She says she knows it's selfish for her to always want Heero by her side, but sometimes she wants to see him so much. Heero quickly changes the subject though, saying she must be tired and that everyone is depending on her for world peace. She goes on to tell him that not everyone seems to want peace at the moment. Relena says this line next: "People are weak. Greed - fear - hate... even love can be behind violence. And the people now after us? What do they feel? What do they want?" Relena really wants to try to understand all people, why is it they want to continue fighting when peace is so close to coming to both the Earth and the colonies? Heero runs his fingers through a strand of her hair, touching her cheek and promising that whoever these people are, he will protect her. Relena finds peace in those words and leans her head on his shoulder before falling asleep.

Later when Heero explains to them all that the new enemy that wants to start a new war are remnants of White Fang, Relena remembers her brother Milliardo and his plans while the leader of White Fang.

When it seems like the enemy has found it's way into the colony they are all hiding out in, Heero tells Relena to say in a room so she will be safe and be able to return alive. When Relena asks about Chris, Heero tells her she probably has other things to do, suggesting that Heero knows Chris was working undercover giving information to the enemy group and Ralph.

After Ralph and Chris are captured by Heero and the others, Relena soon comes back to the control room, telling Heero she knows he didn't want her to, but she must to talk with Chris. She tells Chris she just can't hate her, even after knowing everything she has done. But Ralph calls Relena a hypocrite, that she knows nothing about gaining peace at the expense of the colonies. Relena tells him she knows she doesn’t have any knowledge about the struggles of life on the colonies, but she's visiting the colonies to be able to learn and understand. She knows that the people of the Earth and colonies need to start to understand each other. "All I want is to try and mediate that vital understanding."

When Chris tells Relena of her past, how her colony was attacked by the Alliance and killed her parents, Relena tells her that it's all right. That there was nothing but blame and hate back then, but that there isn’t a need for those anymore. Relena tells Chris that she needs her memories, trust and help so that the Earth and colonies can also have what they have between them, peace. When Chris wonders if she can really make a difference, Relena says: "Great spirit and goodness often comes out of great conflicts and sorrow." Because Chris has gone through what she has, she is one of the best people to help make a difference to the world.

It's after this conversation that Quatre makes the comment to Heero that, Relena is very strong, which Heero replies she is the strongest person he knows. It really does take a lot of strength and courage to forgive someone like she has.

Relena next goes to a meeting where officials from the Earth and colonies are talking about her disappearance and the importance she held to bring peace to the ESUN. She interrupts their agruments, telling them that she is fine, but to explain to her everything that is going on before anymore tension builds between their parties.

Finally after the leader of the new White Fang group is taken down, Relena says her final farewell to Chris, hoping they'll meet again.

Soon the colony they are all on begins to explode and everyone must evacuate, but not before Heero and Relena have a goodbye. Relena tells him to be careful, but he says she doesn’t have to worry about him, for she has more important things to have on her mind. Almost sadly she tells him that she knows he's a strong person, but not to tell her she can’t worry about him, because she wants to worry. He says her name before she begins to take her leave, but he quickly grabs her hand to stop her. All Heero can say is 'I...' before he seems to give her one last kiss goodbye.

The manga ends with Relena at her desk, looking at the teddy bear again, before pulling it close to her, closing her eyes.

Relena's relationship with Heero seems to take a very strong move forward in Blind Target and these events can be used to better explain Heero’s feelings for Relena in Endless Waltz. Her character also gets some important moments on her current thoughts of how she's trying her best to bring peace and understand those whom she cannot fully relate to on the colonies yet.
