Dorothy Catalonia is a troubled and complicated character in Wing. Her father, General Catalonia and the Commander of OZ was killed in battle and yet she seems to embrace and says she enjoys war. When she comes to the Cinq Kingdom and enrolls as a student there, Pagan's concern about Dorothy is understandable.

It is obvious that Dorothy is there in the kingdom to spy for Romefeller and her grandfather Duke Dermail, but Relena doesn't seem to or want to notice Dorothy's ulterior motives.

Dorothy is very blunt in what she says, wanting to call Relena "Miss Relena" even after Relena's request not to. It's hard to tell at times if Dorothy is really making fun of Relena's ideals and what she is doing in Cinq or is being sincere and really does admire the strength and power she holds. Even so, Relena considers Dorothy, on some level, a friend during their time in Cinq, but as the battle against the kingdom starts, Relena seems to begins to grow some distrust towards Dorothy and that she really isn’t who she thought she was.

Dorothy is the one that tells Relena that if she surrenders to Romefeller, she'll be able to save everyone from dying in battle. She is also the one that stands by Relena during her time as Queen, and seemingly supports everything she says. Dorothy is the type of person that sides with whoever seems the strongest at the time, to get what she wants. This is seen the best when she goes to join Milliardo and White Fang after his speech to the world.

While on Libra, Relena and Dorothy have one final talk together. This is when Dorothy questions Relena's actions and is finally blunt with her: she offers Relena a gun to shoot Milliardo saying it's the only way to stop him. And when Relena falters with an answer, she then asks if she is unable to shoot him because he is her brother or is it because of her ideals and being Relena Peacecraft that stop her from taking action. Relena replies sternly that she doesn't believe peace can be obtained through assassination. Relena is showing her stubborn side again, standing by her ideals at any cost. This answer doesn't seem to be the one Dorothy was hoping for and she locks Relena in her room in reply. To Dorothy bloodshed seems to be the only means to make real progress and dying admist of a war seems to be the only glorious way to go.

Things end there for Relena and Dorothy, Relena goes on to be saved by Heero and Dorothy fights with Quarte while learning how to finally accept the deaths of her family members and mourn. During Endless Waltz (movie version) Dorothy makes one last appearance when she sincerely supports Relena once more, by gathering the people wanting to rise up against Mariemaia.

Relena and Dorothy do seem to patch things up after the series ends, when Relena calls Dorothy for help in the BATTLEFIELD OF PACIFISTS side-story manga.

An interesting comparison that the creators took to show Relena and Dorothy’s characters is through their cars and also the big golden spaceship Dorothy is seen in when asking to join White Fang.
