inside of the girl's heart

Princess of the Cinq Kingdom

Relena meets up with Lucrezia Noin whom has been sent by Zechs, shortly after her assault on Lady Une. Noin gives Relena a new opportunity and she is more than willing to accept it. Relena decides to travel with Noin to the fallen Cinq Kingdom and take her place as its princess and sovereign, while adopting the beliefs of the Peacecraft monarchy: total pacifism.

Relena matures greatly over the short few months after the deaths of the Alliance leaders and her father, but the fire that she had inside from the beginning of the series has only grown and become harder to control, as said by Noin hersef. We meet her again going to a conference with supporters of the Romefeller Foundation, dressed in an outfit very different from the past skirt or school uniform combinations. Her drastic change in outfit may have something to do with most of all other influential government officials seen in the series are men. Relena is only a 15-year-old girl, contrasted against the men old enough to be her father or grandfather. This could be her trying to blend in and not "standing out," because she is a female in a "man's world." (Though later, when she takes the position of Queen, her identity as a female is used in a different way) But even with her change outer appearance, Relena doesn't seem to be taken seriously at all by Romefeller, with her ideals or what she is doing in the Cinq Kingdom.

Though Relena has taken up the ideals of total pacifism, her loyalties still lie in the Gundam pilots during this time. She speaks out, annoyed of Treize's empty words about God and promises to those there that, “the Gundams will soon come to rectify your mistakes.”
"All of you are very mistaken, and the Gundams will soon come to rectify your mistakes." ~ Episode 14, "The Order to Destroy 01"
To her, even if they may be weapons of war, the Gundams and their pilots are still a symbol of a peaceful future without Romefeller's corruption. They want real peace, unlike Romefeller who is just disguising their military role as a true peace. A part of Relena also holds a great deal of hate towards Romefeller and OZ. She even considers the thought of burning down the whole building with all the Romefeller members in it (she also thinks that they all under estimate her), but knows God would never forgive her. She still wants to take some type of force action against her enemy, but she knows her own guilt would be too great if she let herself do such a thing.

Relena also tries to teach the pacifist ideals to daughters of other countries wishing to follow Cinq's lead. But we are not shown much other than a few class sessions and some words by Relena (and Dorothy as well) on her ideals being taught.

Relena is oblivious to Noin's search for the Gundam pilots and holding mobile suits in the kingdom at first, but for good reason. Relena is very idealistic during this arc in the series, and doesn’t seem to understand the danger she is putting herself, country and people in, by not wanting to hold arms at all. Heero knows this when he speaks to Noin and Quatre that, Relena is “too caught up in her ideals.” At this point and time during the war, total pacifism cannot work. Not while powers like Romefeller are quietly planning on global takeover by overwhelming military force. So when the kingdom is first attacked and Heero and the others must fight, Relena has no choice but to agree to keeping the Gundams & mobile suits in Cinq.

Soon though, Romefeller plans their all out attack on Cinq, with the kingdom's only defenses being Heero, Quatre, the mobile suits of the Imperial Guard and the remaining Treize faction soldiers who can still fight. It quickly becomes a losing battle for the kingdom and Dorothy makes an offer that Relena cannot turn down: surrender the Cinq Kingdom to the Foundation. Relena finally sees that continuing this battle will only cause more bloodshed for those fighting and she chooses out of hope to save lives, to dissolve the kingdom once again.
