Relena agrees to become Chief Representative of Romefeller, or as Duke Dermail addressed her: the ‘Queen of the World,’ directly after the fall of the Cinq Kingdom. She was in such a weak state after the fall of her country to OZ, there were no other options for her choose from. So while still holding steadfast in her ideals of pacifism and believing this step will further her wish for a true peaceful world, she agreed to Dermail’s proposal.

Originally Duke Dermail wished for Relena to become the representative for the purpose to help ‘join’ Romefellar together, because he had seen the power she held in uniting people together. (Also because she was Relena Peacecraft, that alone drew people to her.) But in the short amount of time after becoming Queen, she raised up to gain more support in Romefeller than even Dermail himself, against his best efforts to keep her in check. Relena never once stood down from her beliefs, and because she was so passionate about them, Dermail never would have thought a teenaged girl would sway the hearts of the old men in Romefeller. His underestimation of her, would be his down fall.

Romefeller took Relena, dressing her as royalty and calling her 'Queen Relena,' even if she was officially just its representative. Just how she dressed in more of an androgynous outfit as the princess of Cinq, as Queen she wore a full length ball gown along with a tiara and jewelry. Romefeller (and more specifically Dermail) probably thought that by physically feminizing Relena, she could be manipulated with greater ease; creating a figurehead as opposed to a true leader. The people however, embraced her (and her ideals) with a greater passion than they had before, particularly after her speech on forming the World Nation. She even looked older and more mature when dressed as Queen, probably for making a mark in such a drastic change with her character and showing how out of place her position as Queen really was. All other times she had kept a young appeance of a teenager, but here one could come to think she was well into her 20s. Treize was one character able to tell that Relena was truely out of place in an environment such as Romefeller.

As queen, Relena advocated to Romefeller that if they wanted others to discard their weapons, they had to be the first ones to do so. They needed to rid the world of its country borders and make one nation, the World Nation. These were ideas that were never accepted by them before under Dermail’s leadership, but were quickly embraced by Romefeller after Relena’s proposition. Things seemed to be going in a very positive way, but it wasn't until Milliardo Peacecraft decided to become the head of White Fang and start a war against the Earth, that Treize reappeared on the stage to relive Relena from her duties as representative. Treize knew her plans couldn't work now and neither could her ideals as the leader of the largest power on Earth, with such a large scale military threat upon humanity. With Treize now as the World Nation’s new leader and her country gone, the only thing Relena had left in her power was to find a way to stop her brother's plan to destroy the Earth.
